Key Responsibilities

This role requires a highly organized and detail-oriented Human Resources professional to support our Central America Regional Security Initiative (CARSI) contract with the Department of State (DOS), International Narcotics and Law Enforcement (INL).

You will serve as the primary point of contact for HR-related matters in Costa Rica, collaborating closely with program managers, leadership, and Legal & Compliance teams to resolve various employee concerns.

Your key responsibilities will include building and leading HR trainings, overseeing the employee exit process, welcoming new employees during their HR orientation, and contributing to department-wide improvement initiatives, workplace safety, and other ad hoc requests.

Main Responsibilities

  • Candidate sourcing and recruitment strategies to ensure a diverse and qualified pool of applicants;">
  • Full-cycle recruitment processes, including interview coordination, offer management, and onboarding;">
  • Employee relations and conflict resolution, maintaining open communication channels and ensuring timely issue resolution;">
  • HR system maintenance, including personnel file upkeep, performance review administration, and benefits management;">
  • Collaboration with program managers to develop and implement training programs that enhance employee skills and knowledge;">
  • Compliance with local labor laws, regulations, and company policies, ensuring adherence to ATSG's global standards;">

Requirements

To succeed in this role, you will need:

  • ">
  • A bachelor's degree in human resources, business, management, communications, or a related field;">
  • At least 3-6 years of recent and relevant experience in HR, preferably in a similar role or industry;">
  • Excellent problem-solving, negotiation, and interpersonal skills, with the ability to work independently and collaboratively within a fast-paced environment;">
  • Strong analytical and organizational abilities, with excellent time management and attention to detail;">
  • Fluency in English and Spanish, both written and verbal, with the ability to translate complex documents and communicate effectively across cultures;">
  • Demonstrated knowledge of full-cycle recruitment, onboarding, training, and offboarding processes, as well as experience with applicant tracking systems (ATS) and local government Work Permit/VISA regulations;">
