**Detailed Job Description**

Purpose and Scope of Assignment:
The Technical Project Manager will be coordinating the initial stages of the Digitalization Project to support the Government of Costa Rica move toward a new registration and data management system for asylum claims. The Project Manager will be expected to ensure timely and effective communication and cooperation amongst the various counterparts involved in the Project, including the DGME (especially GTI), UNHCR Costa Rica (Protection, Registration, Supply ,and other units as relevant), UNHCR DIMA colleagues (in Panama), and other technical personnel, including the development company or personnel chosen to carry out the technical work of the Project. This will require Spanish and English proficiency as well as sufficient technical knowledge.

The Project Manager will ensure monitoring and implementation within determined deadlines, including support with supply processes and reporting.

General activities include: Under the supervision of the UNHCR Senior Protection Officer in UNHCR San José, and in collaboration with UNHCR's Registration teams in the Operation and the Bureau(DIMA), the Technical Project Manager is expected to
Ensure timely and effective communication and cooperation amongst the various counterparts involved in the Project; Support the ongoing coordination, planning ,and implementation of the Project, ensuring that it moves forward according to agreed timelines
Coordinate the drafting and developing SOPs, guide lines ,and reports, among others
Lead and ensure implementation of all supply processes including the development of ToRs to carrying out of the planned work; As needed, support with data quality check and cleanup of the migration/asylum system data bases and tools
Carry out other activities as necessary.

Project Timeline:
The initial timeframe will be five (5) months, to help with the kickoff and initial implementation of the Pre-/Registration phase of the Digitalization Project. Depending on progress and funding availability, an extension may be considered.

Monitoring and Progress Controls:
Deliverable 1:Workplan with a timeline for the period of the consultancy after consultations with relevant stakeholders.
Deliverable 2: The final product twill be the implementation of anew Registration phase of the Digitalization Project; however, dependence on externa factors is acknowledged.
The Project Manager will in all cases submit a final report detailing the work carried out, any continuous challenges, and recommendations for next steps after the consultancy¿s completion. Monthly Reports: The Project Manager will send a brief update report to UNHCR by the end of the first week of each month to report on the prior month, including an overview of the work carried out, challenges, recommendations, and any questions for discussion.

**As this is a project with and for the Government asylum institutions, it is possible that the prioritization of needs may shift during the period of this consultancy; in which case, alternative reports/documents may be requested in lieu of one of the aforementioned, but only in consultation with and advanced agreement of UNHCR and the Government entities involved.

**Position Competencies**

Qualifications and Experience:
a. Education
Degree in Law, Social Sciences, International Relations, Statistics, Information Technology, or other related field. Additional certificate/training in Software Engineering, IT, Data Management.

b. Work Experience
¿ Relevant work experience of 4 years.
¿ Technical experience in registration, digital identity or biometric management systems is essential.
¿ Experience in database monitoring and management is essential.
¿ Experience providing guidance or recommendations on registration, database, case management and relevant issues strongly preferred.
¿ Experience working with Governmental entities would be a significant asset.
¿ Direct work with the development of systems and experience in technical assistance and support processes is also an asset.
¿ Prior experience in data collection systems development and analysis, and/or data migrations is strongly preferred.

¿ Ability to work well under pressure on multiple tasks simultaneously, establish priorities and deliver quality output in a time-efficient manner.

¿ Strong understanding of Databases (Structure and Management) and Data Collection Tools.
¿ Experience with User Interface (UI) and User Experience (UX).
¿ Data analysis and systems management skills and knowledge.
