Monitoring and Evaluation Specialist

Macfadden, part of PAE, provides support to USAID’s Bureau for Humanitarian Assistance (BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.

JOB DUTIES AND RESPONSIBILITIES:

- Develop an AMELP that includes a theory of change and a results or logical framework.
- Identify performance indicators to measure the results of each intervention and establish baseline measurements and targets to assess the outcome of proposed activities.
- Design and implement a system to identify, analyze, document, and disseminate lessons learned.
- Based on RDAP after action reviews, spearhead the development of an ongoing improvement plan that incorporates lessons learned and tracks implementation to improve future responses.
- Evaluate RDAP program activities, including training evaluations, to ensure that lessons learned are incorporated. Work with the training, exercise, and curriculum design unit to develop a structured continuous learning tool for RDAP trainings beyond post-training surveys.
- Ensure that annual work plans are results-based.
- Oversee and execute M&E activities included in the Annual Work Plan and AMELP.
- Evaluate results achieved by RDAP against the targets and track overall process in achieving objectives.
- Other responsibilities as assigned.

REQUIRED SKILLS AND QUALIFICATIONS:

- Bachelor’s degree in related field required; Master’s degree preferred.
- Five years of relevant job experience, including Minimum 2 years of experience in planning, designing, and implementing monitoring, evaluation, and learning (MEL) systems for programs or activities related to capacity building, emergency management, disaster risk reduction, or training.
- Strong communication skills and the ability to work across various teams with excellent interpersonal skills to maintain strong relationships.
- Strong analytical and writing skills as demonstrated by the ability to produce high quality reports.
- Knowledge of statistical tools is an asset.
- Proficiency in Spanish and English Level 4 minimum required, Level 5 preferred.

DESIRED QUALIFICATIONS:

- Master’s degree preferred.
