1.0 Job Summary

The Human Resources Manager is responsible for leading and executing all HR functions for the Biomerics Cartago site while ensuring strong integration with the broader Biomerics HR organization. This role builds a positive, compliant, and high-performing work environment through strategic leadership in talent acquisition, employee relations, labor compliance, performance management, compensation, benefits, organizational development, and HR operations.

In addition to site leadership, the HR Manager is expected to actively collaborate on
cross-functional projects

enterprise-wide HR initiatives
, and contribute to the development and alignment of HR practices across all Biomerics locations. This includes partnering with the corporate HR team and HR peers across sites to share best practices, participate in organizational initiatives, and strengthen overall HR capability across the company.

2.0 Key Responsibilities

Strategic Leadership & HR Governance

  • Develop and execute HR strategies, policies, and annual plans aligned with site and corporate objectives.
  • Establish HR KPIs and dashboards; analyze trends and develop actions to improve organizational performance.
  • Ensure full compliance with Costa Rican labor laws, free-zone regulations, corporate policies, and industry standards.
  • Provide guidance to leadership on HR best practices, organizational design, succession planning, and workforce management.
  • Actively collaborate with the broader HR team across sites and corporate HR to ensure consistency, knowledge sharing, and alignment of HR strategies.
  • Participate in cross-functional and enterprise-level projects related to culture, systems implementation, organizational development, and policy harmonization.

Employee Relations & Legal Compliance

  • Lead employee relations, investigations, disciplinary processes, and conflict resolution in a fair and consistent manner.
  • Manage labor terminations, severance processes, and represent the company before the Ministry of Labor when necessary.
  • Maintain a positive labor environment that promotes trust, engagement, and productivity.
  • Develop and implement communication strategies to ensure transparency and alignment across the organization.

Talent Acquisition & Workforce Planning

  • Oversee recruitment, selection, and onboarding to ensure staffing levels meet operational and customer needs.
  • Partner with Operations and Corporate HR to forecast workforce requirements and build long-term staffing pipelines.
  • Ensure job descriptions, organizational structures, and competencies remain accurate and up to date.

Compensation, Benefits & HR Operations

  • Manage compensation structures, benefits programs, merit increases, retention strategies, and salary benchmarking.
  • Oversee payroll-related HR processes, personnel actions (promotions, transfers, adjustments, leaves, vacations), and personnel record administration.
  • Ensure HR data integrity, documentation accuracy, and strong internal controls.

Performance, Culture & Organizational Development

  • Lead the performance evaluation process, including calibration, documentation, and development planning.
  • Design and implement training, leadership development, and career path programs.
  • Drive culture-building initiatives, recognition programs, and engagement strategies aligned with Biomerics' values.
  • Monitor absenteeism, turnover, and workforce climate, generating action plans to improve retention and engagement.
  • Collaborate directly with HR counterparts across Biomerics to develop shared programs, tools, and best practices that elevate HR effectiveness company-wide.
  • Support HR team development through coaching, capability building, and participation in cross-site learning initiatives and HR community activities.Vendor & Resource Management
  • Manage HR-related external vendors (training, EAP, recruitment, payroll support, benefits providers, etc.).
  • Ensure HR team capability, resource availability, and effective delivery of HR services to internal stakeholders.
  • Prepare periodic reports for local and corporate leadership on HR KPIs, risks, and achievements.

Other Responsibilities

  • Support corporate audits and lead the implementation of corrective actions within the HR area.
  • Address any additional tasks aligned to the role as assigned by senior leadership.
  • Participate in corporate HR meetings, working groups, and project teams to support alignment and collaboration across Biomerics.

3.0 Knowledge, Skills & Competencies

  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent understanding of Costa Rican labor law and free-zone regulations.
  • Strong employee relations and conflict-resolution capability.
  • High level of integrity, confidentiality, and service-oriented mindset.
  • Effective communication and interpersonal skills, with the ability to influence at all levels.
  • Advanced English (written and spoken).
  • Proficiency in Microsoft Office and HRIS systems (Workday, Legadmi etc).
  • Knowledge of ISO 9001 and ISO 13485 standards (preferred).
  • Ability to thrive in a fast-paced, dynamic, and highly regulated manufacturing environment.
  • Ability to work effectively within a multi-site HR structure, contributing to shared initiatives, alignment, and cross-functional collaboration.
  • Project management skills and the ability to lead or participate in cross-functional projects.

4.0 Education, Training & Experience

  • Bachelor's degree in Human Resources, Business Administration, Industrial Engineering, or related field required.
  • Master's degree in Human Resources, Business Administration, Organizational Development, or related area preferred.
  • Minimum 10 years of progressive HR experience, with at least 5 years in a leadership role within a manufacturing environment (medical device industry preferred).
  • Demonstrated experience in labor relations, organizational development, compensation management, and HR operations.
