The role requires a seasoned professional with a strong background in correctional management, strategic planning, resource management, budgeting, oversight, and evaluation. The ideal candidate will have excellent English verbal and written skills, as well as superior Spanish language communication skills.

Key Responsibilities

The successful candidate will work closely with the US Embassy INL/CR Director, INL/CR PSC Police Advisor, Contracting Officer (CO), and Contracting Officer's Representative (COR). They will maintain open and effective communications with the INL/Costa Rica Director and Police Advisor on issues related to the scope of work.

The Prison Program Advisor will assist the GOCR Prison Program in creating a positive public image, gaining public commitment and support, and raising public consciousness regarding program goals and objectives. They will also support the development of budget and fiscal requirements, acquisitions for equipment, processing training requests, travel requests, and maintaining databases containing supporting documentation for the program.

The ideal candidate will have experience working in international environments, coordinating with other relevant U.S. government agencies and host nation entities, and working as a law enforcement advisor with non-U.S. law enforcement agencies. They will also have experience working in international police development and reform, evaluating prisons against American Correctional Association (ACA) standards, and achieving ACA accreditation at a prison.
