**Detailed Job Description**

Purpose and Scope of Assignment:

Duties and responsibilites include but are not limited to:

- Manage the use, maintenance and technical support of databases used in the operation, including - overseeing data collection, input and verifications, and the production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Support registration activities including ProGres technical support, deployment of reports into v4.
- Support the deployment of RApp and monitoring of BIMS in all UNHCR offices in San Jose and Upala.
- Develop forms and tools for data collection and analysis needed by UNHCR and partners.
- Assist in the supervision and daily running of registration team activities, where required.
- Perform other Data Management and Registration related duties as required.

**Position Competencies**

Qualifications and Experience:
a.Education (Level and area of required and/or preferred education):

- Undergraduate degree with certificate/training in information technology, statistics, database management, social science or related field.¿¿

Work Experience:

- 5 years relevant experience with High School Diploma; or 3 years relevant work experience with Bachelor or equivalent related to the above description of activities.

c. Key Competencies

Required Minimum Competencies:

- Fluency in English and Spanish both spoken and written.
Desirable Competencies:

- Knowledge of UNHCR programmes and activities.
- Technical GIS knowledge.
- Advanced Excel skills, Access, SQL Server Data Tools, Report Builder and/or Crystal Reports.
- Familiarity with Profile Global Registration System (proGres).
- Experience in web design and software development is an asset.
- Experience with ODK, MSSQL, HTML, VBA, ASP.Net and C# is an asset.

In 2021 Costa Rica was host to more than 162,000 asylum-seekers and refugees from neighboring countries as well as countries outside the region including 140,991 Nicaraguan and 21,159 persons from various countries.
The Government of Costa Rica continues the Registration and Refugee Status Determination of persons of concern while UNHCR¿s implementing partners conduct pre-registration interviews of Persons of Concern prior to registration with UNHCR.
The response capacities of Costa Rica, a country of approximately 5 million people, and those of UNHCR and other partners, have been severely stretched, resulting in inadequate reception facilities and significant delays in registering and processing asylum claims.
The large backlog can inhibit asylum-seekers from timely access to documentation, work authorization, health insurance and other rights, as well as a final refugee recognition decision, increasing their vulnerability and exposure to protection risks, and increasing their dependency on humanitarian aid.
The staff is supervised by the Associate Registration Officer & Identity Management Officer and is responsible for supporting all activities related to data management, as per below.
