Under the overall supervision of the Chief of Mission and direct supervision of the Programme
Support Officer, the Programme Development Officer will be responsible for providing technical
support for the development, planning, and reporting of IOM Costa Rica programs, projects, and
initiatives, including providing help to mobilize adequate funding for variety of projects.

The Programme Development Officer will also contribute to refining and developing key tools to
support the monitoring and implementation of the overall country office strategy in close
coordination with the IOM Chief of Mission, Programme Support Officer and Monitoring and
Evaluation Coordinator.

_Core Functions / Responsibilities:
_

  • Research opportunities for project development and synergies with partners within the
country and make recommendations accordingly.

  • Provide inputs to support the development of thematic papers on key areas to be shared with
partners.

  • Contribute technical inputs to support the development of a funding proposal related to the
Country Office Strategy.

  • Assist with the development of the Annual report based on the Strategy based on collected
and compiling information, in close coordination with the Monitoring and Evaluation Coordinator.

  • Provide technical, administrative and/or process related support for institutional reporting, in
close coordination with the M&E Coordinator.

  • Contribute to the development of project proposals and budgets in line with IOM Costa Rica
country strategy, IOM project handbook and donor requirements. Liaise with program staff to
facilitate the incorporation of trends, lessons learned, etc.

  • Maintain collaborative relationships with relevant stakeholders, including UN Agencies and
international NGOs, donors, and other key stakeholders to facilitate the smooth development
and activation of new projects related to IOM Costa Rica Programs.

  • Support the inclusion of concept notes, proposals, and budgets into the PRIMA system and
facilitate relevant training for PMs and IOM staff on PRIMA, in close coordination with M&E
Coordinator.

  • Track and follow up on the endorsement of all concept notes and proposals in accordance
with IOM project handbook and donor requirements.

  • Review and coordinate the submission of situation reports, interim and final reports
according to IOM reporting guidance and requirements to donors.

  • Support the coordination mechanisms related to the Global Compact for Migration and the
UN Migration Network.

  • Collect overall program funding and donor-relevant information for IOM Costa Rica Chief of
Mission and Program Coordinator. Propose recommendations to strengthen program
development and resource mobilization.

  • Perform such other duties as may be assigned.

_ Required Qualifications and Experience:
_

Education

  • Master's degree in International Law, Human Rights, International Relations, Management,
Development Studies, Planning, Business Administration, or a related field from an accredited
academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project development, monitoring, reporting and/or interagency coordination.
  • Specific work experience with various donors and funding sources.
  • Previous experience in migration and/or the United Nations System is desirable.
  • Experience in developing budgets and workplans.
  • Experience working with staff from diverse environments and backgrounds.
  • Experience in editing, Excel, Power Point, or other software to generate sophisticated
reporting.
