1. General Background

The continued situation of socio-political strife in Nicaragua, particularly in the wake of the presidential elections of November 2021, has resulted in a constant increase in the numbers of persons seeking international protection in Costa Rica – with a record high 14,500 starting the process in January 2022. Given the impact of the Nicaragua political context, political context in Costa Rica and to adjust and implement a sound response and solutions strategy to the Nicaraguan influx in coordination with the Government of Costa Rica and other key partners, the office in Costa Rica is requesting the position of Resettlement Associate as of 1 January 2023. This position will be located in the Costa Rica Operation and support the scale-up of the Resettlement Programme in the country. Following the conclusion of the Resettlement Pilot Program in December 2022, the Operation has confirmed a significant increase in quotas from resettlement countries for 2023. It is imperative that this position be approved to ensure the continued development of the programme in the upcoming months.

Under the supervision of the Resettlement & Complementary Pathways Officer, the Resettlement Associate will support the Costa Rican Operation in the Resettlement activities. The incumbent will be mainly responsible for and conducting resettlement interviews and drafting Resettlement Registration Forms (RRFs) in English. The incumbent may support with needs assessment interviews when required. Excellent writing skills in English is mandatory. Proven experience on protection with UNHCR, UNHCR’s partners or other United Nations agency is highly valued. The incumbent will also maintain ongoing contact with the cases interviewed to ensure proper follow-up and support with review of identification and needs assessment forms if needed. A good understanding of the UNHCR’s persons served and political environment in the countries of origin and Costa Rica is required. Additionally, the Resettlement Associate might be requested to assist the Operation with the identification, development, promotion, and facilitation of access to Complementary Pathways. The incumbent will also assist with local integration and voluntary repatriation if necessary.

2. Purpose and Scope of Assignment

-Interview, assess resettlement needs, and process persons identified for resettlement, following established procedures; undertake field missions as required.
-Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.
-Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases.
-Follow up on status of cases from submission to departure; ensure effective in-country communication on the status and follow-up on persons served being considered for resettlement; ensure that records on individual cases are kept up to date.
-Provide persons served with up-to-date and accurate information on UNHCR’s resettlement policies and procedures.
-Assist in monitoring the quality of submissions, providing the concerned staff with basic guidance and advice.
-Manage, maintain and update proGres.
-Support to coordinate travel and departure arrangements for refugees accepted for resettlement.
-Support to organize logistical support for governments undertaking resettlement missions.
-Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
-Provide administrative support for resettlement-related training activities.
-Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
-Assist in mitigating resettlement fraud through oversight (including in-country travel), advice and guidance).
-Recommend cases that are eligible for resettlement consideration.
-Provide counselling to persons served.
-Perform other related duties as required.

3. Monitoring and Progress Controls

-Conduct 8- 10 RRF interviews monthly
-Submit for review up to 10 RRFs monthly
-Ensure timely weekly reporting of completed tasks is sent to the Resettlement Officer

4. Qualifications and Experience

a. Education

3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Desirable
Good knowledge of UNHCR Resettlement policies and operational applications in different resettlement countries and situations. Completion of UNHCR specific learning/training activities (e.g., PLP and RSD/Resettlement Learning Programme, resettlement anti-fraud workshop).
