**INL Construction Engineer Specialist - Administrative Support IV (CARSI - Costa Rica)**

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles.

The U.S. Embassy in Costa Rica, Office of International Narcotics and Law Enforcement (INL) - is recruiting for a skilled, civil engineering-oriented Construction Engineer Specialist to join its team. The Specialist will provide technical and administrative support to the Senior Civil Engineer and INL staff in projects involving INL funded civil engineering initiatives supporting Government of Costa Rica and Municipality citizen security and law enforcement infrastructure improving initiatives.

**Minimum Qualifications**
- Costa Rican National or legal resident with work permit.
- Technical degree as a digital drawer or proven experience.
- English/Spanish Level III/IV proficiency.
- Technical English writing experience of 3 years,
- Autocad drawer experience of 4 years 2D and 3D (topographic, architectural, structural, electrical, mechanical)
- Professional proficiency in Sketch Up Pro as a drawer
- Professional proficiency in Word, Excel, Outlook, PowerPoint, Google Earth
- Minimum one (1) year of Document Controller experience,
- On-site inventory and taking measurements and data experience of 1 year,
- Drawing experience of at least 2 years (architectural, structural, electrical, mechanical)
- Permit obtainment related experience - 1 year,
- National regulation awareness experience (Construction Regulations, Law 7600, National Codes, etc),
- Working hours: full time 5 days a week 8 hours,
- Able to work out of San Jose during any of the project’s site visits.
- Good analytical skills are required,
- Must be able to obtain a valid Costa Rican driver license B1, within 60 days of hiring.
- Knowledge of Costa Rican Building codes and regulations.

**Preferred Qualifications**
- Ability to perform unofficial translations of written documents into Spanish and English and to draft clearly and succinctly in English.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Superior communication and interpersonal skills.
- Can communicate information and ideas orally so others will understand.
- Knowledge of inspection site facilities with regard to existing conditions and measurements.
- Demonstrated ability to work independently on projects and issues within overall policy guidelines.
- Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
- Able to travel throughout Costa Rica assisting the Engineer on site inventory and data acquisition for the different projects.
- Have skills in document record and control, and on-line document back record keeping.
- Skills in submitting documentation to a digital platform in order to submit a new project.

**Duties and Responsibilities**

The INL Construction Specialist is responsible for performing a variety of paraprofessional and clerical assignments in support of various infrastructure improving projects funded by INL international assistance, which include being responsible for a broad set of functions including:

- Managing the research and reproduction of engineering drawings; to include copying improvement and or modified plans, maps, and producing large drawing models;
