Disaster Risk Management Specialist

JOB DUTIES AND RESPONSIBILITIES:

- Manage in-country emergency management, disaster preparedness, disaster response, and DRR activities with target beneficiaries; conduct assessments; develop and implement a training and technical program;
- Conduct assessments to understand vulnerabilities, existing capabilities, and support needs and conduct strategic planning to address risks and vulnerabilities;
- Serve as the primary liaison and point of contact for the program with host nation disaster management authorities and international and local organizations in disaster response and humanitarian assistance, including the UN, as well as other U.S. Government entities;
- Manage training course needs, planning, handover to authorities and/or local/national organizations;
- Provide technical advice and support on disaster management and related issues to USAID;
- Manage a disaster response surge roster with qualified, trained individuals to support a response;
- Support procurement activities, including the identification of potential partners to provide relief items;
- Actively support the development and execution and monitoring and evaluation (M&E) of annual work and country plans;
- Produce reports on activities and other related reporting as required per the schedule; and
- Provide support to disaster response activities as required by the program.
REQUIRED SKILLS AND QUALIFICATIONS:

- A minimum of five years of work and/or academic experience in disaster response, DRR, disaster management and/or a related field.
- Experience supporting disaster management/preparedness and emergency management programming including training and technical assistance with national and/or local authorities and organizations.
- Command of capacity building and best practices as well as methodologies for developing and deploying capacity building.
- Project management skills, including activity management, strategic planning, and reporting.
- Solid organizational and planning skills; ability to multi-task and work independently and remotely; strong communications skills.
- Understanding of the social, political, and economic issues of the host nation as well as the geography.
- Understanding of procurement, information management, and communication technology per USAID rules and regulations.
- The position requires potential deployment for periods up to 45 days in the region.
DESIRED QUALIFICATIONS:

- Experience in disaster relief programs is strongly preferred as well as sector expertise in food security; nutrition; health; water, sanitation, hygiene; environmental health; shelter; gender, protection and inclusion; logistics; and/or cross-cutting issues is preferred.
- Bachelor's degree in a related field required; Master's degree or higher is preferred.
- For all, country-specific local national language Level 5/native speaker required and sufficient skills in English; in addition
- For Haiti French National Language Consultant: English highly preferred.
- For Brazil Portuguese National Language Consultant: Spanish and English highly preferred.
- For Spanish Local National Language Country Consultants: English highly preferred.
- For English Local National Language Country Consultants: Spanish highly preferred.
- Management experience preferred.
